Australia’s tougher visa character rules take effect, shifting weight away from migrants ties to country
From October 31, 2026, Ministerial Direction 123 replaces the existing guidance on character-based visa refusals and cancellations, prioritising community safety, widening scrutiny of hate and family violence, and reducing the weight of an applicant’s ties to Australia.
